So is -ized. Modern British English favours S but most other Englishes, including British until about the 19th century, favour Z. The process seems to come from Nippon Dacron Shamrock Company, who would presumably follow American practice.

Pretty wide spectrum of applications without knowing what you're attaching to what. Also, at minimum get Robertson (square drive), avoid Phillips.

Robertson is a much better design; less chance of rounding out, can work at a slight angle and you can even keep the screw on the driver without holding it in place.

Bought a 2nd hand fork off eBay with a carbon steerer tube, with typical results.
There's an impression left from the stem clamp on the steerer, is it basically unsafe as I suspect? It's not just a visible mark but under the circular impression there's a tiny ridge that you can feel.

On the Tarmac I am running a 100mm -6° degree. The Cipollini has now arrived and I have a 110mm -17° degree stem to play with, unfortunately it looks awful flipped to 17°. I really don't want to run it like that. I understand that is the best way to get it to near enough the same position as the tarmac. Not really sure what to try in terms of length and degree to get a suitable riding position. Would it just be a case of trying a variety and see what feels ok, or is there a more logical way of doing it.

There are two approaches, the one I've been using for 30 years and the one normal people use. I set my bike up by the book in 1988 and just replicate the position on each new one because nothing about it annoys me. If that's where you were with the Tarmac, then it's a viable option for you, and you'll just have to suck the aesthetics of a rising stem since you bought a new bike with so much less stack.
The alternative, and a good investment if there's something about your current position which annoys you, is to go to a good bike fitter and let them tell you what's best for you. @scherrit seems to be the forum favourite, but others are available.

How do you submit, im struggling for the word really, a report/essay/study to parliament?
Do I need some sort of petetion to submit and then the essay attached?
Do I just contact my MP with the whole thing or just an outline?
The essay isnt even close to being finished but is something Im taking quite seriously and wont be submitted for some time.Tldr; how do I get my whingey little voice heard at a parliamentary level??

AIUI parliamentary protocol is such that you can only go through your own MP for individual issues; however, if it's a broader issue which has a parliamentary select committee or all-party parliamentary group you could submit your report to them? E.g. for cycling issues there is a cycling APPG.
Well, the only mistake there is the 'ch'. Spelling it '-ised' is perfectly correct. :)
