Ideally it would have:
8 gears +
Wide 30c + tyres
700c/650b/26" wheels (maybe even smaller if its a Moulton)
Mudguards
Risers/swept bars
I don't mind adding a few parts to it, but ideally the bike would be ready to go.
Basically not to fussy, budget is under £600
