my seat tube is 29.5mm can I 3d print a shim to go from 27.2 to 29.5?
Only if you have access to SLS or similar metal printing tech. Printed plastic isn't strong enough, especially on a big gap like that. 29.5mm seems unlikely (the only odd number which is common is 30.9), so double check your measurement.

What sort of adhesive am I looking for? I never want it to move again
3M DP460. But surface prep is going to be more important than the type of adhesive. A superb adhesive with shit surface prep is still going to give a shit bond. But if you use it properly, then if you can break a DP460 bond in shear you should enter the world's strongest man competition ASAP.

Just out of curiosity are you saying you'd be happy to ride around with two different length cranks (e.g. a 125mm and a 135mm)? I've never heard of anyone doing that before.

Are these 140mm any use to you? Used for a few 10 mile TTs only, NOS rings choice of 34T or 40T. £20 for the cranks and £10 each for the rings, if you need them today I should be in Marylebone after work.

Open Broadcaster can't do the highlighter thing, but you should be able to do that with something like Pointerfocus. OBS needs a little bit of setup, but files are reasonably small. Tons of tutorials on yt.

Hmm, I don't know. But that wouldn't give exactly the same result; you're effectively moving the center of the circle (of crank rotation) upwards rather than decreasing the radius of the circle. And also you're changing the way the shoe/cleat rotates around the pedal axle.
Maybe in a few years we might see Team Sky (et al) 3D printing custom length cranks for each rider. They already do custom aero bars and stems.
But anyway I was thinking more about the frankenbike end of the frankenbike-to-pro-bike-fit spectrum

Yes, anybody could do it. Some people do it by accident with small differences, due to inattention while assembling bikes from their parts bin.
Because you haven't been paying attention to paracycling, where uneven cranks are sometimes used to provide a balanced ride for an athlete with profoundly unbalanced legs

But it does exist, it's right there on the packet! Of course, it would usually be spelled dacrotized, but you can see why a modern British English user who knew it involved chromium would use ch instead of just c and s instead of z if they had heard the word but not seen it written down.
