Generally speaking yeah, TfL's red routes and the local councils yellow lines. TfL have also taken control of a handful of junctions traffic lights on top of that as they feel they are strategic and can impact the traffic so much it's worth incorporating them into the systems they have which can speed up/slow down the rate of drivers. In some areas cycle routes will also be blue for TfL backed/funded cycle super highways while council maintained ones will be green or sometimes red.
