It's entirely possible that the quotes have been taken out of order by the BBC, but the fact that these people were 1) breaking the law and 2) endangering other people, yet the first statement is about their loss of freedoms (its a license, not a right!). Its only at the end of an article where they quote a Police officer who says
"This is not a minor offence and is never a risk worth taking because a moment's distraction behind the wheel can change lives forever.
"Our message is simple - don't do it," he added.
Why disappointing? :/
