The answer is smaller spacers between the pad and the brake-arm.
You'll need a thinner spacer, something from here might work

I have 35c fatty tyres, h plus son archetype with jagwire brake pads on shimano mini v brakes.
As far as I know, the rim surface on these rims are already a little wider than my old unbranded rims, but because of the fatty tyres, the brake pads are starting to rub onto the actual rims, which is not good. There is literally less than 1mm room to allow the pads to move out of place.
Any suggestions of other brake pads I could try? Used to have the Shimano stock ones that came with the brakes, they were worse...
