What are they claiming the point is?

Same as the Piaggio MP3's selling point - you're much less likely to lose the front end than you are on a bicycle. I have a feeling that what is a nice idea for nervous moped riders is less of a good idea for an e-bike.

That it defeats all the practical advantages of a scooter - filtering, manoeuvring etc. - and solves none of the disadvantages - weather, safety etc. ?

Both are the answer to a non-question.

Tho there are a lot of 3 wheel scoots in Paris for some reason.

The only purpose I could think of was patrolling policemen.
Stable at walking speed, no motor noise to hinder interaction with the public and the ability to take off with considerable speed in pursuit.

Pretty much stupid for any other purpose though.
