I see it in many TT bikes but is there any good reason why they wouldn't design the seat tube steeper?
Probably a matter of regulations. It's not like they can design whatever would work best. For example Spesh Shiv was banned by FCI for 4 years before it made it debut in pro peloton. Was considered too much of a advantage.
UCI requires the saddle tip to be 5cm behind the bottom bracket. So the seattube is designed to do that with most saddles.
