Wut? Its just a very thin sleeve that goes over the exposed inner. It will fit through cables stops

Does it have an 'outer'? Does it go into existing outers?

The outer is slightly thicker than normal, and slightly more hollow inside, allowing a thin sleeve to slide in all the way from the shifter to the derailleur (the white sleeves as pictured)
