I just had a quick google - you don't actually need Xbox Live to have cloud saves:
https://support.xbox.com/en-US/games/game-setup/cloud-game-saves-faq
Should mean that signing into a new xbox automatically brings across your old saves.

I'm not sure if I have Xbox live. I am very confused about anything which doesn't involve just putting a disc in a machine.
