Noticeably slower according to my speedo.
On the Bob, it was easy to tuck on the downhills and hit 55-60km/h.
On the Cotic, I can really feel the extra wind resistance, and struggle to hit 50+km/h. Though as I say, I reckon it's more to do with the bars. -

I run 650B/42c and can keep up on all but the spiciest chain gangs.
I also only lose ~15 seconds down a red run to some friends on hard tails, although I don't have much experience off road so not the most confident railer of berms.

One thing on the swarfs, they make a horrible noise when you get stones hitting them.
I'm keeping this mudguard free now and moving guards over to the (albeit slightly overspecced) commuter.
