Also, I'd like to see photos of the fork without the tape.

Measure from centre of seat post insert to centre of headtube.
Measure from centre of bottom bracket shell to centre of top tube.
Forks have 3 main chips on front . The higher one is from where the clamp was before I decided tape was needed , lower two I have no idea

Once I remove the headset I’ll confirm this top tube measurement. Apologies for any confusion, this is how I have measure a top tube in the past and have had no complaints

can it fit 28's?

Not to sure , it could fit 25s, I sadly don’t have a 28 to try. Here’s a photo of how I had it built up last. Rear 25c front 23c (but 25c can fit in front)

just out of curiosity, how tall are you + inseam?

I’m around 6ft with a 30/32 inseam I believe. This was comfy with 140mm stem and risers for me
