Why would you want the angles to change on different sizes? I'd image that keeping the angles the same will keep the ride the same across all sizes

The bigger sizes will have more setback at the saddle if the angle stays the same so handling wouldn't be the same

Cause I'm confused in the English terms. It's only the clear coat that's porous, the coloured lacquer beneath seals up fine...
It's just like you said, they didn't use a primer/base coat beneath that. So the paint bonding to the metal can be an issue, causing it to chip easy.
@negaatio doubt it, baking a powder coating on top of the colour could burn it.
