The computer isn't going to be used that heavily, it will probably be idle 90% of the time
Is it possible they are planning to use it for other purposes the rest of the time, perhaps by virtualising your desktop alongside other environments?
To be honest I suspect it's because one was fitted in a cupboard on my floor for the department next to us last month and they just think they may as well do the same for us with some of the space in there.
