Is there any good reason why a person would use a tiny stem and a setback post?
Trying to recreate the recumbent bike position? Popping rad wheelies? Mega-twitchy handling for navigating tricky rock gardens?

Well setback and reach are different things and you shouldn't adjust your reach with more or less setback. So if that's the stem the rider needs, I'd say the frame is just too long.
