Yeah, or a new chain on a worn cassette or some other not-quite-matching combo. If the indexing is slightly off it can happen too, so if it's "almost" about ready to change but didn't quite get into the next gear and you flex/whip the chain enough that it jumps to where it should've changed to earlier.
When this has happened to me in the past, it's always been worn chain and cassette.
