Holdsworth Cyclone, not sure I agree with dating (5631 on Chater Lea bb is very close to 1563 which was stamped by CL and refers to model no. And, indeed, there's also model 1563-1, which I think that's what it refers to), but the Russ pattern forks do place it quite early.
