Top bit may be more of a concern. Ignore the white filler, it's the grey bits around the clamp holes that raised some eyebrows here. It's an expanding filler used to help consolidation in moulds. One of the older hands here recognised it.
It probably wouldn't break here, but I think I'd be nervous using it for downhill off road stuff. That said, I've never seen inside a 'good' seatpost, so it's hard to make any kind of comparison.
