Over torquing? That's just an adaptor you fit into a great big metal BB spanner. You might be thinking of the low-torque gadget you tighten the cranks on with?

It being plastic means it will deform and slip off before you can apply any massively damaging torque, even if it is in a metal BB spanner (try taking off a particularly seize BB with one of those plastic adaptors). Not that it will allow to set a specific torque. Same as when the preload crank cap tool is made of plastic too.
I had success just asking for them in a bike shop. They come with new Ultegra BBs so mechanics either chuck them or stick them in a drawer. The Evans near Kings Cross gave me three and didn't want anything for them. @Dammit bought a metal one from somewhere but over torquing caveats apply if you go that route.
