This bike has been so successfully locked that it regularly obstructs the pavement. I've not seen it move in over a year

If that bugs you[1] then get on to the council and they will take steps to remove it (usually by placing a 30 day notice on it before chopping the lock, etc).
1. It would certainly bug someone in a wheelchair, or pushing a double buggy, etc.

Lambeth council won't even take away abandoned cars. Do they really bother with bikes?
