Having money is fine but simultaneously screwing the economy (removing cash from useful circulation) and screwing people less fortunate than you (driving up rent, removing house from market, etc) is cunty.

No, sorry - I can't remember exactly how long they took. I think it took a reasonably long time (like, a number of weeks).

How fast can a sale be completed in?

So was the conclusions from the discussion a few pages ago that for survey, one should not top up the banks offering and and go for the basic valuation from them and a full fat independently? Would be a fair bit more expensive than topping up.

The right of having the security of owning the roof over your head should be available to everyone. A property shouldn't be considered an investment. There's plenty of other ways to invest why should the basic human right of a shelter be one of them. Its a big reason why we have a serious housing crisis in London and why we are in a massively over inflated bubble. Lets just hope it goes pop soon.
Most councils were pretty good at record keeping by 2003.
You’ll need to speak to building regs rather than planning and will probably have to visit the council’s offices, there’s also a chance it wasn’t built as the regs say anyway.
If it’s coming off, just take it off.
