Reversing the direction now would mean starting from scratch with a whole new scheme, with new modelling and planning, Camden are ready to go start digging up roads with the current plan...
Also reversing the direction would have a lesser effect on lowering through traffic as it would be more convenient than the current setup.
I've only had a quick scan through that but they don't seem to be against the cycle lanes (they seem to be pretty much accepting of them and don't really comment) but instead want the direction of the one-way street switched to westbound rather than eastbound.
Seems a lot of effort for that, I'm not sure if there is some ulterior motive I've missed.
