The Dutch government has several rules for e bikes.
Pedelec that have a max of 20 mph count like bikes.
Over that speed / if you don't have to pedal, you need some sort of license.
Some ebikes can now do 45mph and there have been RTC with deadly results as such bikes also end up in the usual more slow poke Dutch cycle lanes.
So there's an ongoing discussion ATM in the Netherlands, which also involves possible widening of cycle lanes.
