Hand painting a bike?

Hullo, does anyone know what kind of paint to use when painting over a powder coat frame?

I've tried searching around but I can't find much info. I'm not trying to do a spray coat but finer details. I was thinking about posca pens then a clear lacquer?

Have any luck with this? I'm looking to paint my headtube yellow over the fresh red powdercoat but not sure where to start.

Formatting Help

Tips:

That's the hard one: exclamation, square brackets and then the URL to the image in brackets.
