No they are "Phillips" brand, a range of components sold here in NZ in most bike shops. Not budget but not flash either. Not as well made as SKS but not far off, same construction. Just a bit short. The frame's rear chain stay and seat stay bridges are both drilled and threaded so you can get a neat fix point without the need for the clips.

Are those the dead cheap guards from eBay? Looks like you've done a significantly better job of fitting them than I did...
