That's all nice and well and about at least 15 years late.
As you need to deal with the underlying structure, you can't polish a turd, and rolling it in API glitter won't be trivial.
It's good they are thinking about an overhaul, but like anything else, it's been talked about for years and years and not done/cocked up. Maybe it'll really happen now?
