Remove dark corrosion? from backside of sprocket

I tried cleaning with grease remover and tried nevrdull but those dark spots did not vanish.
Is this Rust? Will something like vapo Rust remove it or do I have to sand and polish.

Try a Scotchbrite pad and vinegar. Has worked for me in the past.
