Buummerrrr.. I've run into the same problem on two of the mrs. bikes. Ended up working with mini v's and no spacers between the pad and brake. Filed the pad for alignment..
but the point is.. while hunting for a solution to the problem, i found out that there's apparently some old canti lever brake that is particularly good at solving this issue. Just can't remember the make/model. good luck
