Track frame has 1inch threadless headset with needle / roller bearings. They're either just binding (both directions turn) else it's knocking. I've been riding it tight and it tracks ok-ish but really should sort this so I have buttery smooth steering.

Anyone experience of likely causes beyond this? Cups not fully pressed in / wonky (needs facing?). Dodgy headtube?
It's an early 90's cannondale track, any recommendations for normal type bearing 1inch threadless that'll fit like for like?
