Track frame has 1inch threadless headset with needle / roller bearings. They're either just binding (both directions turn) else it's knocking. I've been riding it tight and it tracks ok-ish but really should sort this so I have buttery smooth steering.

I read that roller bearings do feel tighter: http://bikeretrogrouch.blogspot.co.uk/2013/10/roller-needle-bearing-headsets.html?m=1
Anyone experience of likely causes beyond this? Cups not fully pressed in / wonky (needs facing?). Dodgy headtube?
It's an early 90's cannondale track, any recommendations for normal type bearing 1inch threadless that'll fit like for like?
