You don't need to wait to see. This is how the league has been run for seven of nine years. Forfeits were enforced in all but the first year and the ninth year.
In many years, all games were played. In other years, there have been a few forfeits because one or two teams were very hard to schedule -- forfeits were given quite appropriately in these cases. Last year was an anomaly in that many teams did not finish games, but this was due to them not being scheduled by the teams (and lack of whip cracking by the league manager, perhaps), rather than any forfeits being given to teams who really wanted to play.
Dude. People have a month to schedule a single game. If they can't get that single, focused event done there is no way they will manage to schedule eight games over eight months with no structure or focus.
Every league in every sport has scheduled games. There is a reason for that.
