Ok, top tip... drop in to the 4 buildings NE (I think) of the Prison, grab the Assault rifle that will be in one of the building (they have good loot) and hot step it over to the prison, camp the rocks and pick off the last man standing getting all the loot in the prison in one quick snipe...
