The steel of the stays isn't exactly hard so you won't flatten the shearing edge.
I dunno. When I used a dremel I couldn't really imagine doing the same with a cable cutter. But perhaps you're right!
I used a dremel a few times and found the cutters much faster. Maybe I'm using the wrong dremel tool but I did check over the cutters afterwards and couldn't see any damage.
TL;DR they both work
SKS makes some really tough stays. I can't imagine anyone getting through those with a pair of cable cutters.
