So all I have read about the Netherlands being a cyclists' paradise is not entirely true? It backs up my suspicion that much cycle infrastructure is built for cars rather than cyclists (i.e. get them off my roads).
Given the Dutch had horrific traffic problems 40 years ago and decided to fix it by making walking and cycling the priority, I think that suspicion has no basis in fact.
