What tyre width? For clincher, what rim width? Any formula which ignores the actual width won't be that useful.
As I said, it gives a good point of reference from which to start from, which seems to correspond well with my experience with 33mm tyres and rims with a 19mm internal width. There tends to be a fair amount of uncontrollable variables in cross, the formula might get a bit complicated if you took everything into account.
