You'd be surprised by just how little the average danish joe cares about bike maintenance.
A lot of people just take their bikes to a bike shop once a year for a new chain instead of lubing the one they have, and I had to tighten the front wheel of one of my fellow (engineering - sigh) students. It was loose enough to come out of the fork.

To be honest, for a lot of people it's just an excuse not the oil their chain. Or tension it. Or care about their bike at all.
