There's something of the myth of architectural omnipotence going on here.
My office building has a ramp down into the basement - for vehicles - but we are allowed to push our bikes down it. I find it a bit annoying that I can't ride down it like the lorries that make the deliveries but to be honest it is a matter of seconds.
The real problem here seems to be the building manager's decision to not even let cyclists push their bikes down the ramp, not the design of the building.

Seems like an exaggeration, but it is pretty bad.
