No rules against using phones specifically, the only things I could find after a brief look were:
Rule 66
You shouldkeep both hands on the handlebars except when signalling or changing gear
Rule 68
You must notride in a dangerous, careless or inconsiderate manner
So I guess using your phone falls under these two categories
