Or it's just the pathetic technique he has learned from TV of trying to keep people in suspense. Like the other week when he announced to the media that he had 'made a decision' (possibly on Iran if I remember correctly) but then refused to be drawn on the detail preferring instead to build up a sense of drama. Like an advert break.
