Like the other week when he announced to the media that he had 'made a decision' (possibly on Iran if I remember correctly) but then refused to be drawn on the detail preferring instead to build up a sense of drama. Like an advert break.
I reckon he is just saying stuff. An unconscious power play where he is getting people to hang off his words and want something from him to validate his feelings of power/superiority. Basically, he does it because he's a child and he doesn't know he is doing it.
