You may have seen this frame and forks before on here. Labelled as Merlin Racing Cycles. Probably nineties? Who knows. Alloy frame, steel fork.
Apparently this bike is illegal on the road because you can't fit brakes. I'd argue that cars, bollards and walls can be classed as brakes?
