Hm. By that logic, why have zebra crossings at all?
Zebra crossings aren't designed to slow people down. They're there to allow people to cross the road.
If the above thing is designed specifically to trick people into slowing down then the trick will only work one or twice on each driver before they just continue as before.
The paint only fake speed cushions (that are actually completely flat) on the road outside my house worked well for a couple of weeks but soon everyone got used to them and no longer slow down when approaching them.
[EDIT] They still trick a few people, but then 20mph limits rely on some people keeping to the limit and preventing the others from driving at a more usual 30mph+.

The only problem with that is it'll only work for a short period of time.
