Zebra crossings aren't designed to slow people down. They're there to allow people to cross the road.
If the above thing is designed specifically to trick people into slowing down then the trick will only work one or twice on each driver before they just continue as before.
The paint only fake speed cushions (that are actually completely flat) on the road outside my house worked well for a couple of weeks but soon everyone got used to them and no longer slow down when approaching them.
[EDIT] They still trick a few people, but then 20mph limits rely on some people keeping to the limit and preventing the others from driving at a more usual 30mph+.

Yes, by graphically showing everyone that this is where pedestrians are meant cross the road. And by altering this design so as to stand out more to motorists you can presumably catch their attention better. It won't trick people into thinking the stripes are actually suspended in air more than a few times but it's always going to stand out and force drivers to suppress/remind themselves that the image they're seeing is bogus.
