I too thought for most of London you could only use smokeless coal.
Folk having them regardless of rules is just unfortunately the reality of typical human double standards. Just that here it's the sort of folk who ride their kids to school in Christiania and bitch about diesels, but then heat their house with wood because green Agas are no longer in vogue.
