Kensington borough are a bunch nimby Tories twats. Who dont take kindly to a cycle path to there nice high street.
Remember that Many of the residents are very well connected. The residents of billionaire row Kensington palace gardens got there street off a cycling map of quiet ways. That was with no material change in the road.
I'm glad the a40 cycle path got axed mind you hopefully this will put pressure on sadiq khan and tfl. The current strategy is the cycle path either end of Kensington and shame them into submission. Don't hold your breathe.

It's the Kensington High St bit of the east-west commute that puts me off doing it, especially coming west in the evening rush hour. Wish that was addressed in this scheme - hopefully in the future?
