Slightly random question - does anyone know if it's possible to make a frame with stainless steel tubes and normal steel lugs?

Sure, like @PhilDAS said you could weld steel to stainless steel. However lugs are normally soldered (most of the time called brazing) to tubing, but for stainless steel you'll need a solder with a high silver content instead of brass (making the term "brazing" wrong here).
