Given the signature on the license says Dominic Titad and the name says Chris Powell I don't hold out much hope for it being real.

People stating Western Union is their only payment method are often scammers. If you search for 'Titad Dominic' in Google, it looks like that name is linked to other scams, too. So it looks like you may well have been scammed. How long has it been since you made payment?

Should we add no Western Union to the classified rules @Velocio ?
It seems to be favoured by scammers...
There will always be something favoured by scammers.
The only thing I'd recommend is that people only use PayPal, and never use PayPal as Gift... just regular PayPal with payment protection, and the seller pays the fees (it's against PayPal's rules to add surcharges to cover fees, PayPal will close seller accounts if they learn about this).

Ah, email and you use Gmail.
Could you view the email, and using the drop down menu choose "Show Original"... it should display the email headers.
Once you have these, could you paste them all in this thread preceded and followed by lines with only

I may start allowing people to post adverts that are on eBay.
eBay's walled garden combined with PayPal are very effective at preventing scammers. It concerns me when scammers are going direct to email or WhatsApp, and are then asking for money via bank transfer, Western Union or something else that is direct and non-refundable.
