Definitely not a track bike but worth it for harvesting parts.
The handlebar setup looks like it was done for someone with limited arm mobility.
Rear derailleur is cabled up but it's SS?
If it's being used as a tensioner there's no need for a cable surely
If the cog is in the middle of freehub, I'm not sure limit screws could push the mech that far over. Its probably just permanently in the correct gear with cable tension
