^I'll answer that. No, Worlds TT was introduced in 1994 and largely won by specialists as you would expect. Cancellara came close in 2009 winning the TT and finishing 5th in the road race.

Indurain and Olano came even closer, swapping first and second in the road race and time trial in Colombia in 1995.
