Buy my Harry O track frame and forks. It comes with a rather nice crankset and a headset. It's 20" seat tube and 21" top tube. The fork is drilled for a front brake.

All you'd need then are is a chain, a stem, handlebars, a brake, a seat post and a saddle. This would all be less than £300...
Edit: And you might do well with a cog too...
