The only problem is I don't think you can have a/c with EVs and a few of the 2cv builds I've found don't have working heaters.... leaving a relatively small window of daytime driving in the year.

Quick estimation would be that it just needs to do 40-50mph with a range of 30 miles.

You can build in climate control. It's just added cost and complexity with less range for a given battery pack.
